Animal Products E-cert (AP E-cert)
If you process or store animal products for export with official assurances, you must enter information into E-cert whenever the products move between premises.
Who uses AP E-cert
There are 4 groups of authorised E-cert users:
- New Zealand manufacturers, processors and people storing animal products before they are exported – they are consignors or consignees
- official assurance verifiers, who review and verify information about products and premises, and approve or audit transfer documents, such as eligibility documents or eligibility declarations
- authorised persons, who approve and sign export certificates
- destination country officials, who inspect the animal products at the border.

How AP E-cert works
The diagram and notes below explain how E-cert provides certificates and fits into the exporting process.

1. An authorised user accesses AP E-cert to input the required product data and generate an electronic internal transfer document, known as an eligibility document or eligibility declaration.
2. Once the eligibility document is submitted, the appropriate local official assurance verifier reviews the information. They approve or reject the request based upon their knowledge of the premises and the contents of the document.
3 & 4. Steps 3 and 4 are repeated with each transfer of the products. Products recorded on one document may be combined with other products to create a new document. This can be repeated many times as processing continues and the products are moved between registered premises. In this way, AP E-cert tracks the movement history of animal products within New Zealand.
5. When the product is ready for export, the exporter, or their agent, uses AP E-cert to enter the required product and consignment data and generate a request for an export certificate.
After the request is submitted, the authorised person accesses AP E-cert and approves or rejects the export certificate. This is based upon their knowledge and review of the request, including:
- the product history
- the premises
- the supporting internal transfer documents
- the destination country’s regulatory requirements.
When they are satisfied, the certificate is printed and signed. Together with the supporting eligibility documents, it accompanies the product to the destination country. A single export certificate can have one or more supporting eligibility documents. If the information you provide is incomplete or the product is not suitable for export, the authorised person advises you that your request has been rejected.
6. Destination country officials review the export certificate as part of their border clearance processes. The officials can also access AP E-cert to validate the data and confirm that a certificate is correct. Alternatively, the certificate data can be sent electronically from AP E-cert directly to a database controlled by the border authority of the destination country.
